【摘要】:Thispracticeestablishesgeneralcriteriaforaqualitysystemthat,whenfollowed,helpsensureconsistentlyacceptabledataqualityfromanAETB.TherelevantcriteriacontainedinthispracticeshallbeaddressedintheAETBx2019;squalitymanual,whichshallcontainorrefertoadditionalspecificcriteriaandrequirementswhererelevantandnecessary.Thequalitymanualanditsimplementation(includingtestprotocols,reports,andpersonneltesting)shallprovidethesolebasisfordeterminingtheconformanceoftheAETBwiththisstandard.Note38212;ThispracticeassessestheoverallabilityofanAETBtodeliverdataofknownanddocumentedqualityonaconsistentbasisregardlessofthetestmethodused.Thereisnorequirementtodefineascopeoftesting.Itisarequirementofthispracticethatpriortoperformingatestmethodforthefirsttime,theAETBhasinplaceresources,training,andQA/QCconsistentwiththispracticetoinsuredataofacceptablequalityareproduced.ThispracticeisforusebyAETBsindevelopingthequality,administrative,andtechnicalsystemsthatgoverntheiroperations.Clients,regulatoryauthorities,andaccreditationbodiesmayalsouseitinconfirmingorrecognizingthecompetencyofAETBs.Note48212;Thispracticeisperformance-based;thatis,itfocusesontheactualperformance(thatis,consistentgenerationofdataofknownanddocumentedquality)oftheAETBratherthanonanextensivecollectionofprescriptivecriteriathatmayormaynotberelevanttoaparticularAETB.Italsofocusesontheeducationandqualificationsoftheindividualtester.Note58212;TherehasbeenaneffortinthedevelopmentofthispracticetokeepthepaperworkandadministrativeburdensonaffectedAETBstotheminimumrequiredforaneffectiveprogram.1.1Thispracticespecifiesthegeneralrequirementsforcompetencetocarryoutsamplingandanalysisforairemissionstestsofstationarysources.Itcoverstestingandcalibrationperformedusingstandardmethods,non-standardmethodsandmethodsdevelopedbytheAETB.1.2Thispracticeisapplicabletoallbodiesengagedinairemissiontestingregardlessofthenumberofpersonnelorthescopeoftestingactivities.WhenanAETBdoesnotundertakeoneormoreoftheactivitiescoveredbythepracticesuchasdevelopingtestmethods,therequirementsofthoseclausesdonotapply.1.3Thenotesgivenprovideclarificationoftext,examples,andguidance.Thenotesdonotcontainrequirementsanddonotformanintegralpartofthispractice.Note18212;ISO/IEC17025hasbeenconsideredwhenelaboratingthispractice.ItistobenotedthatatthetimeofapprovalofthispracticeISO/IEC17025wasunderrevision.Several,butnotall,statementsofthispracticeareconsistentwithISO/IEC17025:1999.Note28212;Thispracticeisaspecificationforcompetence.Itdoesnotaddressaccreditationoranyactivitiesspecifictoaccreditationsuchason-siteinspections/auditsbyexternalassessorsorproficiencytesting.
